For most oil homes, yes. Running costs are close to or better than oil today, oil prices swing (they doubled between January and March this year), and you qualify for the higher £9,000 grant.
Yes, in almost every case. Being in the Norfolk Coast National Landscape or the Broads doesn't restrict a heat pump on its own. In a conservation area there's one extra siting rule: the outdoor unit can't go on a wall or roof that fronts a highway, or nearer the road than the house itself. Listed buildings are the real exception and need listed building consent, and a few areas carry an Article 4 direction that removes permitted development. We check the planning position for your home before you commit, so there's nothing to find out the hard way.

home unsuitable for a heat pump, as long as it's designed and installed correctly, and that includes
older, less-insulated properties. Flint, solid brick and thatch are all workable: what matters is sizing
the system and the radiators to your home as it is, not the age of the walls. Good insulation will lower
your running costs so it's worth doing where you can, but it isn't a barrier to getting started. Your
survey will show exactly what your home needs.
